A European-brokered deal to get Russian troops out of Georgia,
while leaving them in control of South Ossetia and Abkhazia, has
restored some calm to the Caucasus and moderated the bellicose
rhetoric between Washington and Moscow. But it cannot disguise the
fact that important changes in the strategic balance of forces
between the US and Russia are underway.
